The administrative centre has occupied its Heilbronn location for nearly four decades. This four-storey building, completed in 1983, houses multiple state agencies: the Stuttgart Regional Council, sections of the Land Registry Office, the Heilbronn city centre police station, and the Baden-Württemberg Property and Construction Office—which also serves as the building's owner.

When the canteen closed in 2015, approximately 900 m² of space became available. As renovation plans took shape, the neighbouring family court was incorporated into Müller Architekten's redesign: contemporary courtrooms on the ground floor and offices on the first level. Repurposing the former canteen, however, presented challenges. While the building's structural framework could be preserved, the entire mechanical and technical infrastructure required replacement. This, combined with a comprehensive interior concept, became the cornerstone of the transformation—creating Baden-Württemberg's second-largest family court facility. The freed-up space yielded six courtrooms, consultation areas, and supporting rooms. The design's primary objective was establishing a secure circulation system connecting the courtrooms, consultation spaces, and public areas through the building's main entrance. Additional mechanical systems were positioned in the basement. Completed over approximately three years, the renovation opened its doors in late December 2021. Today, the fully accessible courtrooms provide a welcoming setting. Bright, generously proportioned spaces foster a calming atmosphere, while oak parquet flooring and perforated oak panelling create a refined interior character. Interior rooms without natural light benefit from satin-finished glazed surfaces. Cooling ceilings with aluminium profiles maintain comfortable temperatures throughout. Austrian lighting specialists Planlicht developed a sophisticated lighting scheme that combines direct and indirect illumination through a custom profile system.

Comprehensive fire protection and façade renewal across the entire building will be executed as a separate phase.
